I understand you need a game that behaves just like big farm. I can re-engineer the farm game for you and use the budget to hire a CSS-designer and artists to make lovable graphics for your game. Using PHP as the backend, nodejs/javascript/HTML5 on the front end, and MySQL for the database, I can have a clone of this game complete for you in a months time. By avoiding Adobe Flash player, we reduce the size and increase speed for the game. What this pitch will not cover (but can be discussed): In-game purchases and forum developed for the game will not be developed as they are separate entities from the game.
