Header Menu Update / Fix For Wordpress Website

Hi Freelancers, I have a sticky menu but would like to add content above it (similar to how header notices work) but I would like for it to only be viewable for non mobile devices. However, I also need this content to disapear about 100px after the visitor starts to scroll down the website on non-mobile devices but having the sticky menu remain on top and sticky. Simply put, content on top of sticky menu that's only visible to non-mobile devices that disappears after a specific section is reached on the site etc. Side note: The content ABOVE the sticky header should remain fixed/sticky as well, but only until it visitors scrolls down. My budget is fixed, and this should take < 1 hour to accomplish. place your bids, thank you!
