Install Donation Program Script

I need someone to install a script Each user will have their own referral link to promote the program. When someone sign up, he will need to make payment to 5 person. After he made the payment, he need to submit the payment slip via email to the admin for verification purpose. After the payment is approved, the new id will be activated and he can start promoting. My budget is $20 for this job.
