Proxy Creation program

I want a proxy script/method that can make hundreds of proxies per server. Proxy providers must be included. The ping to Adidas, Nike, Supreme, and other footsites must be under 30ms (the closer to 0 the better). The proxies created from the script you have created should not be banned by footsites, Adidas, Nike, or Supreme. The IPv6 addresses must be converted to IPv4 addresses in real time (I must be able to input the IPv6 address and get hundreds of proxies in the program). I must be able to choose my username and password and port. Program must create proxies in the format ip:port:username:password. The input will be the ipv6 address.
