Text to Voice Website with Adjustable Speeds - New

Okay - last time I'm posting this - I promise :) Please do not paste your resume. If I want to see it, I'll look at your profile. And please post "trixie" to show me you read this. This website will have the following functions - 1 - This will be a site that only registered users can access the features. Only I (the admin) will be able to add users (in an admin panel). They will have a username and password, assigned by me. 2 - Once logged in, users will be able to paste text into a text box (or select text from the website), select a reading speed (words per minute), then press play to hear the text read at that speed (text to audio). They can play - pause - stop - restart - volume control. 3 - The audio quality is very important. The speed options will range from 50 words per minute up to 250 words per minute, with 10-word steps in between (50, 60, 70...). But I don't want the 250 speed to sound like chipmunks. The speed should be increased while still maintaining a realistic voice. Same with the slow voice - it shouldn't sound like the speaker is drunk. 4 - I am open to using 3rd party voices - I would prefer at least a man and a woman - English only. Here is a good example of the basic idea - [login to view URL] Our layout would not be just like that - but it's a good example of some parts of what I want - the text and voice. 5 - There will also be a library of text material to choose from in categories. The user can pick a text from within those categories, or paste their text into the text box to play. 6 - I can create the website design, or I am open to suggestions. It will not be anything fancy - 5 pages at most. 7 - So the admin will be able to create users (username/password) - add and change the categories. Add and remove texts from those categories. I will select someone based on bid amount, communication and previous reviews. I have over 50 perfect reviews, so I can be counted on. Please ask questions if you have them.
