I read your project description, and I am fully comfortable to build Web app that you need. It is somehow simple for me. Only one type of user, and admin user. Only landing page is available for visitors, everything else just for signed in users, but with payed subscription plan. Subscription can be done with anything you want, paypal, stripe etc. We will have 16 different Web pages, with forms inside, and user can choose which one he want to fill. After filling, user will be able to download pdf file, which you will tell me how to structure. I have just one question. Do you want to save users pdf files, so he can come latter and download same file, or that will be one time pdf, so he need to fill in form again to download pdf. If you want to save pdf files, we will need to store pdf's on AWS S3, so you need an account there. What you can do else, is to allow people to sign up through Facebook, Twitter etc. That's easy.
