Web application: MVP of a Saas product

We are looking for someone to build out an MVP web application for a subscription and split payments site for digital downloads (files and videos). We have the designs for this site. This will need to be a very secure and safe site with a very secure and stable framework and database. We have a complete sitemap and diagram for the complete web application. Site has a total of 18 pages (Homepage, About us, terms & conditions, Login, Sign-up, etc.) There are 12 pop-up screens and 3 emails that will be triggered by 3 actions We will only accept final bids, NO PLACEHOLDER BIDS WILL BE ACCEPTED.
