WebSocket (Socket.IO) Expert Needed

I have a project under development now and the developer working on it is having some issues with websocket specifically , I need a websocket Expert to get a (php or Node.JS [login to view URL] Server & Client) running to give the proper results as we please . Simply every web browser connected (after successful login) should register to be 1 socket client, we need you to maintain the client sessions in a way that is close to chat applications so we can send to specific socket clients as we need . users applications can be either ( the normal web browser surfing the website, a desktop windows application Or a mobile application)
