Write some Software -- 2

I am looking for an individual/company to build me an automated betting software that uses the Betfair API. The brief.... I pick up to 40 horses (not limited) a day which I think will win their respective races Software Functionality..... -Work out the appropriate stake for each horse from a pre-determined bank using a dutching calculator as well as an even split calculator -30 secs before a race starts, the software needs to automatically place the bet on the Betfair Exchange or place all bets at the touch of a button (depending on the staking approach) -Once the race is over and results have been finalised, the software needs to be able to update a profit and loss tab -Be able to simultaneously run 3 different staking approaches: 1. Level Staking - From the pre-determined bank, the bank is split evenly between the selected horses, regardless of its odds value 2. Static - From the pre-determined bank, the bank is split using a dutching calculator across every horse and all of the bets are placed simultaneously once the end user presses "bet" 3. Progressive- From the pre-determined bank, the bank is split using a dutching calculator, but bet is placed 30 secs before each race. The bank is recalculated after each race which will mean the dutching calculator will have to recalculate the stakes for the remaining horses according to the new updated bank. Platform... -For flexibility I want to be able to load the horses up using an iOS or Android platform but also using a standard PC if need be. -The licenced software can be purely iOS and Android based, but depending of cost and stability, a web based platform can be a starting point The End User.... - Will log into the software using a user name and password. - Log into their Betfair account via the software synchronising the bank available -All of my selections are automatically loaded up on to their screen. - Set their Bank for each of the Staking Approaches. They do not have to use all 3. -Have a automatic stop function where user can decided to stop the software from betting after a predetermined Profit/Loss (Only possible in the Level and Progressive staking approaches) - Press start on any/all 3 of the staking approaches -Bets are placed automatically according to the staking approaches being used. The Aim To licence to product under a daily/weekly/monthly subscription At the end of the subscription, user will also pay 5% of their profits from their previous period whether that be a day/week/ month. On top of the software I will also need a marketing website to be able to sell the software under a licenced agreement. Site will need to be able to take Paypal payments. A basic how to guilde will also need to be developed allowing the end user to start using the software quickly without too much complication.
