Don't get tangled in cheap subpar overseas work. I have a full English education from one of the best Computer Science schools in North America (University of Toronto) - (In real life I get paid 50$+ per hr, but I choose to do side projects to keep me entertained) I will do this project easily. It will cost you a few extra bucks than if you hired the next overseas guy, but the quality, communication and long term stability of the work done will be excellent.
