NBA Draft Projection Model

I would like to build a college to NBA draft projection model based on the 'Introduction to RICE' white paper attached. I would like the projection to include a baseline, floor, and ceiling projection for a multiple of NBA statistics (as shown in the attached player card). This will help you develop the floor and ceiling projections: "In terms of establishing those trends, you must basically pull all stats for all players by position, adjusted for role/usage, and identify the trend in each statistic for each position across a career. So basically you built an aging curve for each skill for each position, and the RICE ceiling/floor needs to essentially assesses where on each of the skill curves a given player is with his baseline protection. Then it's a matter of quantifying how difficult each skill curve will be to scale." I want the project coded exclusively in python with the code being clearly commented so I know what you doing at each step.
