Email list for press releases in Ireland

I am trying to find a freelancer capable of building an email list for our press releases in Ireland and Northern Ireland. Obviously, this needs to be a marketing professional and probably someone in Ireland or the UK. The job requires not just internet research but calling/emailing publications and asking them for their most relevant contact for a press release kit both for the Arts (we are a ballet company) and also news more generally.
