c# application

I want a software developed in c#. I will have GU Interface. certain data is to be stored in database and searched back. It is like i want to manage huge data i have offline on a computer, like a copy of online data. Features i need: 1)Software has a windows form where i can add data to it via single entry and by importing from a pre-formatted MS-word file. 2) A database where all data is stored 3) It will have categories and sub categories of data, and i should be able to add new categories whenever i require via code or GUI, i would be easy if you create a single table for each category or anything like that 4)Data to be stored will be like this: ID: some number/text Category: some text Question: some question? Option: a) ghsg b) hgdjh c) kjhkj d) jhgjh Answer: D Datestamp: Date and time on which added to db should be stamped automatically with question Word file to be imported will have table , where in column one there will be ID, second column category, third column:Question: some question? Option: a) ghsg b) hgdjh c) kjhkj d) jhgjh Answer: D (Note: it's aiken format for question import) A single question will be in each row, and if column 2nd , means category column is blank, no category provided, it should automatically take it as category of above column.
