Get S.M.A.R.T. values from the hard drive via CLI and save it to INI file

Need a tiny program and the source code for windows that require no dependencies to run. Programs needs to retrieve S.M.A.R.T. values from the hard drive through the command prompt or save it into a file of INI format. It needs to be compatible with Windows XP all the way up to Windows 10. The program will also have a config file that will have few options to set which controls what goes into Output file.
