Design me the smallest GPS / GSM system you can

I need to create the smallest GPS / GSM product possible. What it must be able to do: 1. Gather GPS coordinates of current position 2. Send info via wireless network to server It must be smaller than 20mm tall, 40mm wide, and 4mm thick. I would prefer that it was designed atop a flexible pcb, like seen here: [login to view URL] I think u-blox is a good place to start for the modules. I have been looking at these so far: [login to view URL] [login to view URL] We will obviously need to add an antenna for each module, as well as a battery. Although, I believe the cam-m8 shown above has an antenna attached. You will need knowledge in microprocessors, GPS, GSM, database, etc. SUMMARY: Simply put, I need to make the smallest GPS possible that is capable or sending and receiving info from a server/database. If I make 3, I should be able to set REMOTELY to have 1 send GPS coordinates every 15 mins, have 1 notify via SMS when movement is made, have 1 start sending coordinates when certain geo-fence is breached, etc. (Basically, be able to set different setting for different customers.) This should all be set up in a manner that will allow me to build a website that will pull that info from a database. (A site for customers to go to track their stuff, and set other settings). It has to be able integrate with Google maps on the UI of the website. Please see photo for basic idea of layout.
