Desktop software for car plates pixel blurring of Mobile Mapping Highway images

Desktop software for Windows OS, which will respect the following requisites: 1 - Have as input: user defined Windows system location folders, where large amounts of sequential JPF format images should be provided, images taken from a Mobile Mapping Vehicle, with cameras, facing forward and backwards; 2 -The images are taken tipically at a rate between 5 to 10 meters, along several tens or hundreds of kilometres; 3 - The desktop software start by user defining the windows location folder with the organized input images inside, and the user defined output folder location; 4 - All output images should keep its original pixel resolution/size and quality; 5 - The algorithm should run over all images (from 1st to last image in input folder) and look (detect) on each image if there are visible and readable car plates. If that is the case (detection of redable car plate) should fence those car plate pixels, and blur those pixels, making those leters and numbers not readable; 6 - Save the image changes into the output folder as defined by user. Otherwise (no readable car plates in the image) then software should save the picture without changes in the user defined output folder; 7- In both cases (above 5. and 6.) the images should keep the original name/ID in the output folder; 8-The number of the output images should match the number of input images (and keep a similar input folder structure); Other notes: 9-This job has a budget of 900,- EUR (Nine Hundred Euro); 10 -The software quality and results must be validated (success rate beter than 95%); Image sampleslink: [login to view URL]
