Deploy an FTP or SFTP server as per your requirements that has a sandbox for each user. Create shell scripts to manage user creation password expiration and user off boarding.

I have done this many times. I imagine that I would heck if the FTP server satisfies your security requirements prior to start fixing it. I might advice another one which could be more in accordance with your policy.

Hi, I'm running my own Debian server for a long time and I have FTP server configured there. If I have any issues with yours, I can simply take a look at my configuration. I work with Linux on a daily basis and I have some spare time this week. I would reconfigure the server you are currently running, set up a temporary test-user and configure the FTP so that work with newly created account. Later I will need a list of users who should have FTP enabled and I will set them up. After positive testing we are done with this task!
