Build a Web Portal using ASP.NET DevExpress tools

We are a small software development team, but due to volume of work are unable to start on this project ourselves and therefore are outsourcing the Web portals for our Back Office applications. This project is for one of the two Web Portals. Develop a new legal case management Web Portal with the following page - Login Page - Case Search Page - Case Details Page - Add New Case Page - User Management Administration page - Message Page (read / add / delete messages) It is mandatory that the web portal should be written in C# or VB .NET using DevExpress MVC .NET toolset. The application will use the MSSQL Database that already exists and we will provide a specification of the Stored Procedures required.
