WordPress HTML to WordPress theme

Its a very simple job for WordPress experts. before turning into WordPress theme have to do a small change int he layout An 8" wide page. Left column 1 3/4 " Central column: 4 1/2" Right column: 1 3/4" That way the page would only be 1/2" wider than it is now. Then, if I want to make changes we can, but this seems good to try.
