Limit bandwidth by used FTP server (windows)

I have WSFTP server running and i would like to either make a script/app/service or setting where i can limit all bandwidth used by the service. I dont want to limit on a per user connection basis as specified from within wsftp server i want to limit all its total capacity. I am wondering if there is a way on the OS level to try and throttle this or maybe something that can be coded to handle this
