Data extraction from Microsoft SQL DB and XML file creation

I have gone through the requirements,but have some questions 1-Will it be a continuous process that be repeated every day and extract values from specific table(s) fields and then save as XML or one time data extraction ? 2-Will the XML be uploaded to URL manually or it will be automatically shared via data extraction utility ?
