Bulk Emailing application

I need a ready to use bulk emailing application. It must be written on C/C++ (at least its critical code). The application must use Socks/Https proxy servers as relays and must send emails directly to the domain's MX. I don't need an application wich sends thru open relays or something else. Software must have a web face, from which it is easy to handle the process of mailing. Of course, it must be fast and able to send mail using 1000-3000 connections. I want to use an app. which balances the load between several sending servers (one central servers and many sending servers). I will provide detailed information in PM. As a substitute of such application, the developer may provide me with internal AOL mailing system. I mean an application, which uses AOL accounts for mailing. Again - all additional info will be provided in PMB.
