Mermaid cartoon 2-D non animated character

We are looking to create a new mermaid character mascot for our aquarium business. We currently use a seahorse as our mascot (attached) so the mermaid needs to match his style. She will be going on posters throughout the aquarium talking about ocean pollution. We want to make sure the mermaid is very cute (an adult, not a child) but not sexy at all as this is for children. The mermaid should have orange hair (hex # e97620). We want the mermaid to have more of a modest crop top than a bikini top. Other brand colors we use are these blues (#2a78ac, #18316c). Her crop top and tail can be a coordinating color to these.
