Windows File System Filter Driver and C# Example application of its use - open to bidding

A filter driver to: 1) Monitor a protected folder and block access to all processes except those in an exception list 2) Kernel level AES encryption/decryption for files in the protected folder. File on disk should always be encrypted. 3) Monitor an entire volume, excluding the protected folder, and prevent files with particular extensions from being created.
