XHTML Content/Site Implementation

We develop websites for clients across the world. We are looking for resources that can take an XHTML-cut site template and content in a WORD format and implement it in to a set of strict standards. We will provide the XHTML template Input content will have SEO considerations for content as implement (H1, H2, Strongs, Etc) Review of content and do QA as you go through the process to make sure that the content given matches on the site Test in IE 6,7 and FF 2.1, 2.2 The template will be given to you as a PHP file that will be implemented in our development environment. Header/Footer files will be included on the template. Quote needed for 5 pages - this is just a test - we have 1000+ pages of content to implement on various projects.
