As a new freelancer I will show my full of energy towards my first project. I had a great experience with the given description. I worked on quadcopter with the defined tasks. So I think that would be right hands on experience matching with your project. Now coming to the technical part. 1. For obstacle detection and range sensor we can use sonar as low cost solution but with low accuracy. Another option on which we can look at is LIDAR(Light Detection and Ranging). 2. For obstacle detection we can also use simple webcam and image processing done on any System On Chip like beaglebone black or raspberruy pi. IR would also be fine for some specified obstacle detection. So obstacle detection can be done as per the specifications. 3. For live video streaming again we can use BBB or raspberry pi with the functionality of video transmission over IP too.. Or else we can use FPV's. 4. For additional features we can add automatic charging of battery as and when it got discharged. So for that we would be having one one charging point in that robot can be fitted automatically between the two charging plates. 5. Additionally we can attach IMU and GPS if required. . We are very proficient with PCB desingning tools such as EAGLE, KICAD etc... You haven't specified anything about the microcontroller to be used...
