Implementation of random forest algorithm in ANSCI C.

Hi, I currently have a "R" implementation of the random forest algorithm, and I would like to have it in ANSI C. The code has to be very well commented and with bibliography references, if somehow used. The software has to be tested and all the results properly analyzed. I need to know time to completion, price, qualification of the coder and, if possible, sample of similar code/work already written/done.
