Hello, I think you are a little confused regarding what you want and how to do it(or maybe I understood your description wrong), D3.js is a JavaScript library that runs on browsers, if you want to use D3.js there's no need to use C# or .NET, everything probably can work only with JavaScript to display that radar(spider) chart, if you want to use C# on a browser you can do that with ASP.NET but for your project there's no need to do that. In the other hand if what you want is a Windows program that doesn't run on a browser but is a desktop application then you need to use C# but then you can't use D3.js.
