Evidence of past work will be highly regarded but is not a necessity if you can comprehensive demonstrate your experience in this field. The project is complete when you can demonstrate TurboFEC compiling and then running on a Raspberry Pi 4. Very happy for you to release the finished work back into the open source community as well afterwards, and take public credit for your work.
